Harris Sutton retrofit

Author: Oliver Wakefield-Smith, Founder Digital Signet. Reviewed against DfE Sustainability Strategy (Mar 2025) and Education Estates Strategy (Feb 2026). Verified 22 June 2026.

Harris Sutton is a multi-phase retrofit covering ASHP installation, fabric uplift on the older blocks, BMS upgrade and LED relamp. Outturn capital sits in the multi-million envelope expected for a full-scope secondary retrofit.

Scope and outturn cost

Harris Sutton is a multi-phase retrofit covering ASHP installation, fabric uplift on the older blocks, BMS upgrade and LED relamp. Outturn capital sits in the multi-million envelope expected for a full-scope secondary retrofit.

PSDS phase that funded the works

PSDS Phase 3 funded the bulk of the heating decarbonisation; Salix CIF and Trust capital covered the condition-driven elements (windows, roof). The pattern is typical of multi-phase MAT bids.

Measured reductions

Published outturn data from Harris Federation and Salix shows material reductions in gas demand and absolute scope 1 emissions. The site moves toward grid-electricity-only with on-site solar generation offsetting a share of imports.

Contractor framework used

The works used a major-works framework with a Tier 1 contractor. DfE Construction Framework lots are commonly used for this scale of multi-phase retrofit.
