Pre-1919: fabric first, every time. 1945-1976: fabric first, large saving on ASHP CAPEX. 1977-2000: balanced approach, fabric where condition-driven. Post-2000: heat pump first with top-up fabric.

What PSDS Phase 4 scoring rewards

Bundled fabric plus heat-pump scopes score materially higher than standalone heat-pump retrofits. The Phase 4 payback gateway also rewards fabric-driven SCOP improvements.

GBP uplift of skipping fabric

Skipping fabric on a 1976 secondary commonly adds £400k of ASHP CAPEX (larger plant, larger distribution) plus £30k to £150k of DNO upgrade contingency. The net cost of not doing fabric is materially higher than doing it.
