When DfE CF is the right route vs CCS RM6238

DfE CF when the works are DfE-scope construction (new build, major refurbishment); RM6238 when the works are heat network or building energy specifically. Many MATs use both, lot-by-lot.

Lots covering heat pumps, solar and fabric

RM6238 includes ASHP and GSHP as dedicated lots. DfE CF includes fabric and major refurbishment. Pagabo and LHC carry decarbonisation lots that include the same kit.

Fee profile

Framework operator fees commonly sit at 1.5 to 2.5 per cent of project value. The contractor's overhead recovery via framework is broadly similar to non-framework procurement, plus a framework levy.
