State-funded schools, FE colleges and academy trusts can apply for LCSF grants to procure a Heat Decarbonisation Plan (HDP). The HDP is the feeder document for a PSDS Phase 4 application.

Who can apply in 2026

State-funded schools, FE colleges and academy trusts can apply for LCSF grants to procure a Heat Decarbonisation Plan (HDP). The HDP is the feeder document for a PSDS Phase 4 application.

Grant value for a single school or MAT

LCSF grants commonly cover £20k to £100k of HDP consultancy per school, scaling for multi-school MAT bids. The grant pays the consultant; the school does not pay up front.

How the LCSF output feeds a PSDS Phase 4 bid

The HDP must document baseline energy use, fabric and plant condition, measure options with CAPEX and payback, and a decarbonisation pathway to 2050. Salix expects these elements in any PSDS Phase 4 bid.

HDP deliverables expected by Salix

Energy baseline by fuel; building survey; measure cost matrix; option-appraisal with sequencing; carbon and cost trajectory; deliverability plan.
