Scoring criteria

Salix scores PSDS bids on lifetime carbon abated per pound, payback gateway compliance, deliverability and supply-chain readiness. Bundled fabric plus heat-pump scopes score higher than standalone heat-pump retrofits.

Maximum award and match-funding rule

Per-project caps and match-funding rules are published per scheme cycle; trusts commonly secure 60 to 80 per cent of in-scope CAPEX. Match-funding can come from CIF, Salix Recycling Fund loans or trust reserves.

Phase 4 vs Phase 3 differences

Phase 4 tightens the payback gateway and rewards PAS 2035 retrofit-coordinator scope and bundled measures. Standalone short-payback measures (LED only) score lower than in earlier phases.
